Mexican President Claudia Sheinbaum is evaluating the possibility of launching pilot hydraulic fracturing projects in the northern states of Coahuila and Tamaulipas, according to four sources familiar with the discussions. The initiative is part of a broader government effort to strengthen domestic gas output and reduce Mexico's heavy reliance on imports from the United States. Although Mexico already carries out small-scale fracking operations, the government and state energy company Pemex are now looking at a more expansive rollout to reverse declining conventional reserves.

Hydraulic fracturing, commonly known as fracking, involves injecting a mixture of water, sand, and chemicals at high pressure into underground rock formations to release trapped oil and natural gas. While the technique has unlocked vast energy resources in countries like the United States, it has also sparked intense debates over environmental and social costs. Critics point to risks of groundwater contamination, methane emissions, earthquakes, and the potential to slow the transition to renewable energy. Supporters argue that technological advances have reduced some of these risks, particularly in water usage and chemical handling.

Sheinbaum, who once opposed fracking, has recently signaled a change in stance. She has stated that newer techniques offer a lower environmental footprint and use water more efficiently. This shift reflects the pressure her administration faces to secure energy supplies in light of declining production from mature fields and growing industrial demand. The president has also emphasized the need for Mexico to achieve greater energy sovereignty, a central theme of her political platform.

Assessing New Fracking Pilots

Weeks ago, Sheinbaum received a report from a panel of specialists in geology, water management, engineering, and environmental science. The panel was asked to help the government make what one source described as “the best possible decision” regarding unconventional hydrocarbon development. Three of the sources said the president is now carefully studying the possibilities in the Burgos and Sabinas-Burro Picachos basins, located in the border states of Coahuila and Tamaulipas, along with the Tampico-Misantla basin that stretches into Veracruz.

If given the green light, Pemex could start the first pilot projects as early as September. These initial operations would aim to test the commercial viability of extracting shale gas and oil from low-permeability rock formations. The pilots are considered essential to determine whether full-scale development is feasible from both a technical and economic perspective. The sources spoke on condition of anonymity due to the sensitivity of the discussions.

Neither the presidency nor Pemex responded to requests for comment. However, the government has made clear that reducing natural gas imports is a top priority. In June alone, the Eagle Ford shale formation across the U.S. border produced about 4.3 billion cubic feet of natural gas per day — a volume nearly equivalent to all of Pemex's nationwide gas output.

From Opposition to Consideration

Sheinbaum's reconsideration of fracking marks a notable departure from her earlier stance. As a climate scientist and former head of Mexico City's government, she had expressed concern about the environmental risks of fracking. In her academic work and early political career, she often aligned herself with activists who warned about contamination and community harm. Yet, as president, she has had to confront the reality of a state oil company whose conventional reserves are dwindling and whose budget relies heavily on hydrocarbon income.

The shift also comes at a time of intense public debate over Mexico's energy model. The current administration has prioritized strengthening Pemex and the Federal Electricity Commission, reversing the energy reform of the previous government that opened the sector to private investment. In this context, fracking is seen by some officials as a pragmatic way to maintain production levels while the country gradually transitions to cleaner sources. Others within the government remain wary, fearing that embracing fracking could damage Mexico's climate commitments and lead to legal battles with affected communities.

The panel of specialists reportedly examined not only the environmental risks but also the social and regulatory challenges of operating in areas with existing community tensions. Mexico has seen several local communities, especially in indigenous and rural regions, resist mining and energy projects. Fracking, in particular, requires significant amounts of water, which is a scarce resource in some parts of the northern states under consideration.

Where Mexico Stands on Production

Pemex currently produces an average of 4.869 billion cubic feet of gas per day, along with about 1.658 million barrels of oil and condensate. While these figures may seem substantial, they are insufficient to meet Mexico's total natural gas demand. The country imports a significant portion of its gas, mainly from the United States, to fuel power plants, industrial facilities, and homes across the nation. The reliance on imports has been described by one source as “alarming,” especially given the volatility of international energy markets.

Mexico's conventional fields, including the giant Cantarell and Ku-Maloob-Zaap offshore complexes, have been in decline for years. Attempts to reverse the trend have been challenging due to natural depletion and a lack of new discoveries. Unconventional resources, such as shale gas contained in Mexico's northern basins, represent a potential new source of supply, but developing them is capital-intensive and technologically demanding.

Pemex has already drilled 25 exploratory wells in the Sabinas-Burro Picachos, Burgos, and Tampico-Misantla basins. The company has also used hydraulic fracturing in the onshore Chicontepec project, which has been operational for decades. These experiences provide some in-house knowledge, but a large-scale unconventional program would require significant investment and the acquisition of specialized equipment and expertise.

Key Challenges Ahead

Each potential development area presents distinct obstacles. Coahuila, where the Sabinas-Burro Picachos basin is located, is governed by the opposition National Action Party (PAN). This has created political complications, as fracking projects in that state would require the cooperation of a local administration that has been critical of federal energy policies. The state government has expressed concerns about water usage and environmental degradation.

Tamaulipas, home to a large portion of the Burgos basin, faces serious security risks linked to organized crime. The state has been a battleground for cartels involved in fuel theft and cross-border smuggling. Energy infrastructure and personnel could become targets, making continuous operations challenging. The third potential area, the Tampico-Misantla basin, is mostly in Veracruz and holds what experts call the country's largest unconventional hydrocarbon potential. However, water scarcity in parts of the basin, especially during dry seasons, poses a major constraint.

To address water issues, the panel of specialists has recommended using treated wastewater and exploring closed-loop systems that recycle fracking fluids. Such technologies have been increasingly adopted in unconventional plays around the world, but they raise the initial cost of operations. Additionally, Mexico's regulatory framework for water use in fracking is still underdeveloped, and new permits would be needed.

What the Basins Offer

The Sabinas-Burro Picachos area lies near the U.S. border with Texas and is close to the Eagle Ford shale, one of the largest oil and gas producing regions in the United States. The geological similarity between the two formations is one reason the government is studying this area. If fracking can be done successfully on the Mexican side, it could connect to existing pipeline infrastructure and export facilities, allowing for efficient delivery of gas to domestic consumers.

According to Pemex's strategy through 2035, the company proposed bringing unconventional fields into production with a “modest” contribution between 2026 and 2028, followed by “significant volumes” starting in 2029. The plan projects cumulative production up to 2030 of 197 million barrels of crude oil and 303 billion cubic feet of gas, from a resource potential of 64 billion barrels of oil equivalent. These numbers illustrate both the promise and the enormity of the undertaking. To realize these volumes, Pemex would need to drill hundreds of wells over several years and operate them continuously. Unlike conventional reservoirs, shale wells decline rapidly after an initial burst of production, requiring sustained investment just to keep output flat.

The Eagle Ford formation, for comparison, produces around 12 billion cubic feet of gas per day at its peak, and sustaining that level requires constant drilling and investment. Mexico's current infrastructure and drilling capacity are far below that scale. The pilot projects would allow Pemex to test not only the geology but also the supply chain and personnel capabilities.

Economic and Environmental Calculus

The economic case for fracking in Mexico is heavily influenced by global gas prices and the cost of imports. When international prices are high, domestic production becomes more attractive. However, the capital costs of unconventional development are substantial, and Mexico's state oil company is already heavily indebted. Pemex has received significant government support, but its financial health remains fragile. Borrowing to fund fracking could further strain the national budget.

Environmentalists argue that the consequences are not worth the risk. A major fracking expansion could lead to more greenhouse gas emissions, particularly methane, which leaks during extraction and transport. Methane has a far greater warming potential than carbon dioxide over the short term. Activists also fear that fracking could cause seismic events, as seen in some parts of the United States where wastewater injection operations have induced earthquakes.

On the other hand, proponents point out that Mexico's continued reliance on imported gas from the U.S. also carries an environmental cost. The gas that Mexico buys from Eagle Ford is already extracted using fracking across the border, meaning the climate impacts of fracking are unavoidable if demand for gas remains high. Domestic production could reduce the carbon footprint associated with long-distance transport, if not the extraction itself.

Sheinbaum has set ambitious climate goals, including a commitment to reach net-zero emissions by 2050. Expanding fossil fuel production appears at odds with those pledges. Yet, government officials argue that gas will play a “bridge fuel” role for years, as the country builds out wind, solar, and other renewable energy sources.

The decision on whether to proceed with fracking pilots ultimately rests with President Sheinbaum. Her administration has tried to balance energy security with environmental responsibility, and the panel's recommendations may provide a roadmap. In the coming months, Mexico's energy policy will likely hinge on how these delicate trade-offs are managed. If the pilots are approved, they will mark a significant step toward unconventional energy development in a country where resource nationalism has long shaped the debate over petroleum and its place in the national economy.
